does Chansey have a cloaca? Why does her eggs grow outside of her body? Does this mean her uterus is on the outside of her body? Does she have any other organs that are exposed? And if so, how are they not in constant pain? I have many questions

So fun fact, there are a number of mammals that lay eggs. They're called Monotremes and include things like platypus, echidnas, and tenrecs; which do indeed have a cloaca instead of a more mammal-typical rear orifice. Currently, all living monotremes species are native to New Guinea and Australia. I would imagine Chansey can be interpreted as a hybrid of the concept of a monotreme (though of course, all Pokémon are egg-layers, even the non-Monotreme based mammals) and a Marsupial; which give birth to their babies in a very early stage and then continue to nurture and develop them within a pouch (and as we can see, Chansey has a pouch).

Marsupials also being found in New Guinea and Australia in particular lends this some weight, as well as Chansey's original location in Generation 1 - the Safari Zone, is known for carrying specifically rare and exotic Pokémon from outside the Kanto region (based on Japan).

If we go with this theory, that Chansey is based off of Monotremes and Marsupials, a conclusion to your questions could be that Chansey lay their eggs at a stage earlier than other Pokémon (potentially putting less strain on their bodies and reducing risk of complications for themselves), then continue to incubate them in their Marsupial-esc pouch until they are ready to hatch.

In this regards, it's unlikely Chansey has any exposed organs, and it's mammory glands may even be concealed within their pouch like real-world marsupials. Another potential regarding that particular is they could follow in the footsteps of platypus, who do not in-fact have typical mammary glands/teats set-up to feed their young, but instead "sweat" out their milk for the young and collects across grooves in their skin.

If this is the case, we could even assume that a typical egg-laying event for Chansey would be less painful for the Pokémon as opposed to others, if they are indeed laying the egg when they are at a less developed, smaller stage than other Pokémon might. Chansey's are well known for for being flighty and hard to find, and their propensity to stay hidden may be because the egg in their pouch could be in a less developed, more vulnerable state that most other Pokémon eggs, thus they want to stay hidden to protect it better.
